Two controls from Meta decide how much your business can send on the WhatsApp Business API — and whether you can keep sending at all. They are your messaging limit and your quality rating. Neither is set by your WhatsApp platform, and no paid plan changes them.
Understanding both is the difference between a campaign that goes out smoothly and a number that gets paused.
The messaging limit
Your messaging limit is the number of different customers your number can start conversations with in a rolling 24-hour period.
What counts: conversations you start with templates — campaigns, reminders, updates sent to people who have not messaged you recently.
What does not count: replies inside an open 24-hour customer service window. If customers message you first and you answer, that does not use up your limit. (More on the window in the 24-hour customer service window, explained.)
How the limit grows
- New numbers start at a low tier.
- The limit rises automatically as you send messages people welcome.
- Business verification with Meta raises the ceiling further.
When you hit it
Messages fail with a "messaging limit reached" error. Nothing is broken; the rest simply have to wait until the 24-hour window allows more.
Working within the limit
- Check your limit before a big campaign, not after hundreds of failures.
- Split large lists across days. A list bigger than your limit always needed more than one day.
- Throttle sends — spreading a campaign over an hour is gentler than a burst, and your team can handle the replies.
- Get your business verified once you send regularly.
The quality rating
Your quality rating reflects how recipients react to your messages:
| Rating | Meaning |
|---|---|
| Green | Healthy |
| Amber | Warning — customers are reacting badly |
| Red | Serious — the number can be paused |
Blocks and reports push the rating down. Being ignored does not. A paused number cannot send anything, at any price — the worst thing that can happen to a WhatsApp Business account, and almost always preventable.
What damages your quality rating
- Messaging people who never gave you their number. Bought or scraped lists are the fastest route to red.
- Sending too often. The same offer every week to the same people.
- Ignoring opt-outs. Someone who said STOP and hears from you again is very likely to report you.
- Misleading messages. An "order update" that turns out to be an advert.
- Bad timing. Marketing at 11 pm gets blocked far more than the same message at 11 am.
What protects it
- Only message people who expect to hear from you. This one rule prevents most problems.
- Make opting out easy — "Reply STOP to opt out" in the footer — and honour it immediately.
- Send at sensible hours.
- Prefer useful utility messages over frequent marketing. Order and appointment updates are welcomed; offers are tolerated at best.
- React to amber. It is a warning before red.
Template pauses are an early warning
Before Meta acts on your whole number, it often pauses individual templates that people reacted badly to. A paused template tells you exactly which message caused the problem, while the rest of your account is still fine.
Do not resubmit the same text. Fix the cause: frequency, audience or content. For writing templates that people welcome, see how to get WhatsApp templates approved first time.
If your number is paused
- Stop all sending, including scheduled campaigns.
- Find the cause — which campaign, list or template went out just before.
- Fix it before resuming. A pause that is simply waited out tends to return.
- Restart small — useful utility messages to engaged customers, not your whole list.
Quality recovers only as you send messages people welcome. There is no way to buy it back.
Business verification
Verification happens in Meta Business Manager and asks for documents proving your business is real. The display name must match your registered business name — a mismatch is the usual reason it fails. If you are setting up from scratch, how to get WhatsApp Business API access covers what to prepare.
How ONPAD helps
ONPAD excludes opted-out contacts from campaigns automatically, lets you throttle sends and set a send window, and shows failure reasons for every message. Read more in our documentation on messaging limits and quality, or start a 7-day free trial.
