"How much does the WhatsApp Business API cost?" is the most common question we hear, and the honest answer has two parts. There is the software you use to run WhatsApp, and there are Meta's charges for the messages themselves. They are separate bills, paid to different companies.
This guide explains how Meta's side works, because that is the part most people find confusing.
Two separate bills
| Who charges | For what | How you pay |
|---|---|---|
| Your WhatsApp platform (for example ONPAD) | The software: inbox, campaigns, automations, team seats, API | A subscription |
| Meta | The WhatsApp messages you send | Billed to your own WhatsApp Business Account |
A good platform does not add a markup to Meta's charges and cannot waive them. On ONPAD, Meta bills you directly, and our plans are shown on the pricing page.
One practical consequence: your WhatsApp Business Account needs a working payment method with Meta. An active software plan does not keep messages flowing if Meta cannot charge you.
Meta charges per message
Meta's pricing is per message. This replaced the older model, where one price covered a 24-hour conversation. Now each chargeable message is billed individually.
What decides the price is the template category and the country of the person you are messaging.
The three template categories
Marketing
Offers, announcements, new products, festive greetings, re-engagement — anything promotional. Marketing templates are always charged, and they are the most expensive category.
Utility
Messages about something the customer already did or asked for: order confirmations, shipping updates, appointment reminders, payment receipts. Utility templates are charged when sent outside an open customer service window, and are not charged when sent inside one.
Authentication
One-time passcodes for logins and verification. Like utility, they are charged when sent outside an open service window.
Meta decides the category in the end. If a "utility" template contains an offer, Meta treats it as marketing. Our guide to template rejections explains how to categorise correctly.
Messages that cost nothing
- Replies inside the 24-hour customer service window. When a customer messages you, you can reply in free-form for 24 hours without template charges. See the 24-hour window, explained.
- Utility templates inside an open service window.
- The free entry point window. When a customer reaches you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, a 72-hour window opens in which messages to that customer are free.
Volume tiers
Utility and authentication messages get cheaper per message at higher monthly volumes. Meta calculates the tiers across all the WhatsApp Business Accounts in your business portfolio. Marketing messages do not follow the same tiers.
Why we do not print the rates here
Meta sets different rates for each country and category, and it has changed them several times in 2025 and 2026. A blog post quoting rupee rates would be wrong within months, and so would any third-party price list you find online.
The only accurate source is Meta's own pricing page: Pricing on the WhatsApp Business Platform. Your actual charges are visible in Meta Business Manager under your WhatsApp Business Account.
The INR billing change for Indian businesses
Meta introduced local-currency billing for India from 1 January 2026. Eligible businesses must move their WhatsApp Business Account to INR billing by 31 December 2026. Accounts that have not migrated may see message delivery disrupted from 1 January 2027.
You do this in Meta Business Manager, in your WhatsApp Business Account's billing settings. Your WhatsApp platform cannot do it for you — so check it now if you have not.
A simple way to estimate your monthly bill
You do not need exact rates to plan. Count your messages by type:
- Marketing messages — how many campaign messages per month? (Number of campaigns × people per campaign.)
- Utility messages outside the window — order updates, reminders and receipts sent when the customer has not messaged you in the last 24 hours.
- Authentication messages — OTPs per month, if you send them.
- Service replies — usually free, as long as you reply inside the window.
Multiply each count by Meta's current rate for India for that category, add them up, and you have your Meta bill. Add your platform subscription for the total.
Seven ways to keep costs down
- Reply inside the 24-hour window. A free-form answer today costs nothing; the same answer tomorrow needs a template.
- Use utility for genuine updates. Order and appointment messages are cheaper than marketing — but only if they truly are updates.
- Send marketing to people who want it. Fewer, better-targeted campaigns cost less and protect your quality rating.
- Clean your contact list. Messages to wrong or inactive numbers still cost money.
- Use Click-to-WhatsApp ads. The 72-hour free window makes follow-up conversations cheaper.
- Do not send duplicates. Make sure your website, CRM and team are not all sending the same update.
- Watch your quality rating. A paused number sends nothing at any price.
The software side
Platforms charge differently — per seat, per feature, or by plan. When you compare, check what each plan includes: number of team members, contacts, campaign and automation limits, AI features and API access.
ONPAD's plans start with a 7-day free trial and are priced monthly, quarterly or yearly with GST included. Meta's charges are billed by Meta, with no markup. Compare the plans or start your free trial.
